67th PSBA Championships Tournament Rules2006 Tournament
1. All entries and competition In this tournament must be in accordance with the rules and regulations of the United States Bowling Congress and the PSBA. 2. Each entrant in the Annual tournament must be a member of the United States Congress within the area served by the state association. 3. USBC cards must be presented at check In. Those not In possession of an USBC card must file an affidavit of membership based on fees charged by bowlers local association. 4. A bowler may compete TWICE in the team event of this tournament. No more than three players on the same team can place more than once in the prize list for position standings. A bowler may compete ONCE ONLY in the minor events of this tournament. First team event counts for all events. For the purpose of substitution only, a bowler may bowl more than once in the doubles event. This action would occur only when all other options have been exhausted. 5. HANDICAPS for each event shall be based on 90% of the difference between entering average and 660 singles 1320 doubles and 3300 team scratch scores. Handicap will be computed on three games series. 6. AVERAGES: Entrants shall use their highest ABC, WIBC or YABA previous season's (2004-2005) winter league average, 21 games or more. If no winter league average, entrant may use highest summer (2005) league average, 21 games or more. If no winter or summer league average for previous season, 2004-2005 entrant may use the highest current average at time of bowling, 21 games or more. Written verification of current average must be presented at time of bowling. ALL OTHERS BOWL SCRATCH. If, at the time of bowling, entrants current average is 10 or more pine higher than the entering average, the higher average must be used. 7. Prize winnings for the previous 12 months must be reported If they are $300.00 or more in any event. USBC Rule 319D applies to all entrants regardless of average.. 8. No more than two individuals who at time of entry ***qualify as professionals*** may compete on a five man team. Likewise, only one such Individual so identified may compete on a doubles team. 9. It shall be each bowlers responsibility to verify the accuracy of their average in this tournament, whether originally submitted by the bower, team captain or others. Failure to use the proper average or make a correction prior to the completion of the first game of a series, shall disqualify score H submitted average is lower than actual average or bass prize winnings on submitted average if it is higher. WRITTEN permission by tournament management may be given prior to completion of the first game of a series, to a bowler requesting permission to correct their average within 48 hours. 10. All participants are subject to re-rating and shall familiarize themselves with USBC Rule Nos. 319C and 319E. 11. SUBSTITUTES may be used when necessary as long as such substitute meets all rules of eligibility. No substitute will be accepted for ALL EVENTS Prize List participation when any one event, or portion of any event, has been bowled by the original entrant or the substitute. Substitute must bowl in same position as original bowler. 12. Bowlers from Beaver Valley, Butler, Fayette-Green, Indiana and Washington Bowling Associations will be scheduled Friday nights and/or Saturday mornings and Sundays the last three squads except in emergencies. 13. Five man teams and double teams shall bowl in order as submitted on original entry application. Substitution shall be made at least I hour prior to the time scheduled to bowl, the deadline for reporting to the office by the team captain. Five man teams have the privilege of bowling paired up with another specified team provided entry applications for both teams are submitted together with a request to be paired together. 14. Lane assignments for each event of this tournament shall be scheduled by Tournament Management. 15. PRIZE FEES shall be paid 100% in cash prizes. Only those entrants who pay the $5.00 entry fee, qualify for participation in the All Events prize fund but all entrants bowling in three events, qualify for the All-Events Championship Award. Teams and individuals shall be eligible for only one prize in each event, that being the highest prize. 16. In the event of a tie for first place in any event co-champions shall be declared. 17. Awards of same type and quality plus ABC Chevrons will be awarded to scratch champion and handicap winners in each event. 18. Trophies of same type and quality will be awarded to the sponsors of both the scratch and handicap team winners. 19. State Champions shall be declared on the basis of highest actual pinfall. 20. No practice on any scheduled tournament lanes for that day. 21. ENTRY FEES IN FULL MUST ACCOMPANY EACH ENTRY FILED. ADVANCE RESERVATIONS WILL BE HELD ONLY UNTIL FEB. 1, 2006. OTHER ENTRIES WITH FULL REMITTANCE RECEIVED BY FEB. 1, 2006 WILL BE PUBLISHED IN TOURNAMENT PROGRAM. ALL OTHER ENTRIES MUST BE POSTMARKED BY MARCH 21, 2006. Receipt of entry fees by Tournament Management will govern assignment of dates and squad time. 22. PRIZE RATIO shall be 1 prize for each five entries in regular events and one prize for each ten entries in all events. MINIMUM PRIZE in any event shall be no less than the prize fee for the event. 23. Improper conduct during the course of your competition shall be cause for disqualification of score in that event. 24. A Reimbursable Entry (for all four events - Team, Doubles, Singles and All-Events will be given to a sponsor of eight teams or more who: (1) Schedule the teams on one squad or the same weekend. (2) Enters teams members in Team, Doubles and Singles. 25. All decisions of the tournament manager / on-site tournament manager are final unless an appeal is made in accordance with USBC rule 329. 26. DRESS; CODE: All participants must adhere to the following dress code: Dress Slacks, casual trousers, jeans and knee length shorts permitted. Bicycle (spandex) short shorts and sweat pants NOT ALLOWED. Bowling, sport dress, sweat and t-shirts with sleeves permitted. Shirts/blouses without sleeves and tops NOT ALLOWED. 27. Failure to comply with above rules shall result in Disqualification of scores.
